VSCode 'Create a project' breaks when not in a workspace

Describe the Bug with repro steps

1. try to create a project not in a LA workspace
2. See nothing happens, no error message

Additional context

I think this happens in ConvertToWorkspace.ts, where there is no 'else' clause when 'isLogicAppProjectInRoot' is false. Maybe just a warning message here would be helpful.
