Subscription Preview API Broken

Currently doing an ALZ deployment for a company. They are in the process of getting an MCA in place, so current billing is Pay-Go to credit card.
The new subscription preview API is having issues deploying more than 2-3 subscriptions. Apparently, there's some type of check behind the scenes that fails the sub creation. In the UI, the notification manager simply says "Failed to create subscription 'XXX' please try again." That's it. No error information.
I was able to create two subscriptions originally. I had to wait an hour to create a third. For the 4th and 5th, even after a day, I couldn't create. So I ended up creating two subs in my own tenant and transferring them over to the customer. Such a HUGE pain.
Reaching out to you guys because I know you work directly with the PG (versus Azure support, who simply file a ticket). This current limitation/issue is a blocker for deploying greenfield ALZ to tenants without MCA/EA agreements in place.
