Move Box data connector to new python version

Updated version of python for 3.6 to 3.8. Updated python packages versions.

@v-spadarthi It looks like you deployed incorrect function app as we can see python 3.6 on these screenshots but function app uses python 3.8. Can you please provide ARM template that you used?

I have tested BOX PR content for 3.8 version and it's working fine, Approving the PR
