Modify Databricks CICD approach to use Asset Bundles

Incorporate Asset Bundles for CICD process for Databricks Component. This issue has a dependency on the successful upgrade of the new Databricks CLI (#763)

DoD

  • Automate successfully the CICD process for Databricks components using Asset Bundles
  • E2E sample runs successfully with no issues

The code is ready but I have to repull and resolve the conflicts as a result of all the updates to the Databricks env, service principles and unity catalog in particular.
