Streaming from rollup to rollup with sushiswap furo [ROUGH DRAFT]

Description

A minimal (rough) outline that can be used as a starting point for implementing and testing a proper implementation using Furo from the Sushiswap team to stream funds from participants of the rollup. Both sender and recipient are within the rollup, using a bridge to let L1 handle the streaming.
