Add Jetpack site set as private to run invite viewer test

The invite viewer test doesn't target Jetpack as we don't have a site set to private.

We should create a new site set to private then configure this test to use that site

It is currently not possible to set Jetpack site as private: https://github.com/Automattic/jetpack/issues/7857
