LaunchPad - newsletter - enable flow for completed "Set up" task

For newsletter sites - Lets make it so users can click on the completed task of initial "Set up", so that they can go back to add/change their logo, accent color, title, description info.

The flow should lead back to the initial setup form, and on completion/submit should lead back into the launchpad.
