The issue is reproducible on a simple site with Dara theme on Safari browser. I was not able to reproduce this issue with other themes.

Atomic sites currently don't have the option to enable blocks in comments and hence, the issue was not reproducible in Atomic.

Steps to reproduce

1. On a simple site, activate the Dara theme.
2. Ensure "Enable blocks in comments." is activated in Settings > Discussion.
3. On Safari browser, go to a post or page where comments is enabled.
4. Click on the comment form. You will notice that the form fails to load properly.
