Forms: improves the validation error animation

Improved the animation
Proposed changes:
- Animate the error message by changing the max-height.
- Add a fixed height to the warning triangle so that it moved as expected.

Testing instructions:
Add a form that has an email field. On the front end you should notice that the field's error message now animates differetntly.

- To test on WoA, go to the Plugins menu on a WoA dev site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin (Jetpack), and enable the
add/forms-validation-animationbranch. - To test on Simple, run the following command on your sandbox:
bin/jetpack-downloader test jetpack add/forms-validation-animation

Thanks for the feedback @edanzer. Any sort of feedback is always welcome :) The challenge with this change change is that I can't position the svg using center alignment any more because it causes even more strange issues.
I think the best approach here would be to just use px value error message and the vertical position of the icon. I think this would make it work out well.
One of the current issues is that in some themes the font size of the error is way to small. See.
I think in those cases we might have to use a css clamp in order to fix it.

@edanzer I am keeping the position of the icon the same. now that I am only animating the tranform (Y) and not the height the icon doesn't jump.
@ilonagl and @ederrengifo can you take another look?
