Show classic admin interface profile settings notice

Fixes https://github.com/Automattic/dotcom-forge/issues/7877

Proposed changes:

This PR adds a banner that helps explain that updates made on /wp-admin/profile.php only sync to sites with the Classic admin-interface style. Classic admin-interface sites are "untangled" from /me and /me/account and do not sync.

Are you an Automattician? Please test your changes on all WordPress.com environments to help mitigate accidental explosions.

  • To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the add/show_classic_admin_interface_profile_settings_notice branch.

    • For jetpack-mu-wpcom changes, also add define( 'JETPACK_MU_WPCOM_LOAD_VIA_BETA_PLUGIN', true ); to your wp-config.php file.
  • To test on Simple, run the following command on your sandbox:

    bin/jetpack-downloader test jetpack-mu-wpcom-plugin add/show_classic_admin_interface_profile_settings_notice

The goal of this banner is two-fold:

  • Make it clear to users that they are only editing their profile settings for that specific site.
  • Provide a direct link to their global dotcom account profile.

I do not think the current text helps with either of those two things. How about we try this instead:

The profile settings below only apply to {Site URL}. To edit your global setting, visit your [WordPress.com profile](https://wordpress.com/me).

Let me ping @taipeicoder and @okmttdhr for a gut check.
