Steps to reproduce
- From your main account (user 1), add a second site administrator (user 2)
- Create a page with a Contact Form block

No but the platform is still usable, the message seems to go to the site owner, or maybe another site admin. So someone will get the message, but unsure how to tell which of the admin will get it.
