Add async connection to Welcome Banner on My Jetpack

Proposed changes:

  • This PR adds an async connection flow to the Welcome Banner. It also includes a TOS text to the banner.

Testing instructions:

  • Spin up a JN site with Jetpack Beta pointing to this branch
  • Without connecting, visit /wp-admin/admin.php?page=my-jetpack
  • Confirm that you see the banner as in the screenshot above
  • Click to connect and confirm that you get a success notice after the connection and the banner disappears

Are you an Automattician? Please test your changes on all WordPress.com environments to help mitigate accidental explosions.

  • To test on WoA, go to the Plugins menu on a WordPress.com Simple site. Click on the "Upload" button and follow the upgrade flow to be able to upload, install, and activate the Jetpack Beta plugin. Once the plugin is active, go to Jetpack > Jetpack Beta, select your plugin, and enable the add/async-connection-welcome-banner branch.

    • For jetpack-mu-wpcom changes, also add define( 'JETPACK_MU_WPCOM_LOAD_VIA_BETA_PLUGIN', true ); to your wp-config.php file.
  • To test on Simple, run the following command on your sandbox:

    bin/jetpack-downloader test jetpack add/async-connection-welcome-banner
    
    bin/jetpack-downloader test jetpack-mu-wpcom-plugin add/async-connection-welcome-banner
