VideoPress: improve the user experience on Offline mode

On Offline mode, the plugin doesn’t handle connection errors very well, and users get stuck with the spinner if Offline Mode is on:
Same goes for other site registration errors, we probably need to check the returned promise for errors here.
This issue has been marked as stale. This happened because:
- It has been inactive for the past 6 months.
- It hasn’t been labeled `[Pri] BLOCKER`, `[Pri] High`, `[Type] Feature Request`, `[Type] Enhancement`, `[Type] Janitorial`, `Good For Community`, `[Type] Good First Bug`, etc.
