Allow editorial comments to be edited or deleted

It might be useful for some workflows.

Should there be some way to view revisions or a history of comment edits if you're an admin (or filtered role) and above? I don't know if that would end up being useful or not, but since you mentioned doing some sort of revision history in #151 it seems like a cool idea. If it's something that might be worthwhile, I suppose it could shoehorned in by messing with "comment-type" in the comments table. Adding some sort of "comment-revision" type.

We originally left out the ability to edit or delete editorial comments for accountability purposes. As I think about this, this particular request may be better served by #112, with the ability to unresolve comments and see the comments that have been resolved.

Ah, didn't see that issue. Makes a lot more sense than straight up removing a comment. Would the capacity to edit a comment by a select role still be a worthwhile endeavor or does that still pose accountability issues? I would think that in order to prevent accountability issues, some sort of revision system would need to be constructed. In which case I could see moving forward on just #112 for the moment and maybe working on #153 (the editing comments part) later on down the road, given it might be a tougher problem to solve.

Maybe the best option is mirroring how Facebook comments work: the original author can edit, but any edits are logged and visible

I'd like to be able to delete comments, at least, even if there is a log. It's annoying when you make a mistake or change your mind about a comment (especially when you're the editor) and can't remove it.
