Failed on avformat_open_input: Connection refused

error when connecting to an rtsp video.

Running on Windows 11

Notes: during running Gradle a warning came out:

Warning: unexpected element (uri:"", local:"base-extension"). Expected elements are <{}codename>,<{}layoutlib>,<{}api-level>

Update: Running flutter run on Linux creates app with no such error
