The github source version says 1.9.0

Which is correct?

I don't know the reason the GitHub has not created a Release, the tag was created: https://github.com/Autodesk-Forge/forge-api-dotnet-client/tags

Now is version 1.9.8 - looks like updated to Auth V2.
