[C-4970, C-4825] Add comment reports

Description

Realizing there is some duplicate work with isaacs PR. This at least includes e2e features as well, so ill update this PR with the naming conventions isaac chose, and some other improvements he made.

• Report indexing tests (waiting for pin pr to land since it establishes a nice test pattern)
