Added CI Docker image builder

Added:

• Github actions files to build the application into an nginx container

What this will fix:

• The application takes too long to get started whereas it's easier to grab a docker image hosted at the repos location

I am unsure if this folder structure is going to be plug and play with the existing ci files.
