Language change in admin panel loads frontend theme

Summary of issue

When two language versions are enabled and I try to change language in admin panel to not default one AsgardCMS tries to load frontend theme inside backend.

Steps to reproduce

1. Enable two languages in the project
2. Try to change language to not default one in admin panel
