WIP: Demand and capacity

This PR will implement all changes needed for simulating with capacity constraints while still being able to extract demand metrics. On this current implementation, the demand_ward_bed metric is not behaving as expected, while demand_icu and demand_ventilators appears to be ok. I'm still investigating on what could be the issue.

Apparently, it shows the expected behaviour when simulating with Rio de Janeiro parameters but not with São Paulo parameters. In São Paulo, the daily demand for hospital beds never gets back to 0, which is weird.
