Rename Building Packages for AlmaLinux to AlmaLinux Package Building Guide. Adjusted the URI accordingly.

If this gets merged in do not forget to setup a 301 redirect for the old URI to the new one (use Cloudflare redirect rule if GH pages has no option).

@codyro this is ready to merge now, IMO. If you're free to coordinate setting up the redirect, let me know! We'll get it merged in and set up the redirect at the same time.
