RSS feed for all package releases

Some users want RSS feeds like CentOS: https://feeds.centos.org/

I'm thinking of this feed is separate from errata and just notify all package releases not only security fixes.

It would be separated into per arch/repository.

Requirements

A feed entry should include:

• Package name
• Package version
• Package release date
• Architecture
• Repository
• AlmaLinux version
• Changelog picked up from SPEC file (optional)

We export RSS to Pulp. It published as:

https://errata.almalinux.org/8/errata.rss https://errata.almalinux.org/9/errata.rss

Need to check with @andrewlukoshko where we want to publish it as a WEB.
