Multiple waybars appear after reloading the configuration

Issue Description:

Without an external monitor, use the command kill - sigusr2 waybar to reload the configuration of waybar. Then plug in the external display and you will find that there are multiple waybars on the external display. The screenshot is as follows:

Issue Recurrence:

1. No external display
2. Run command with killall -SIGUSR2 waybar
3. Plug in external diplay
4. Now, can find multiple 'waybar' in external monitor.

Environment:

• OS System: Manjaro Linux x86_64
• Host: Lenovo XiaoXinPro 16ACH 2021
• WM: wayfire-lily-git 0.8.0.20220807.101801.gb0a0cdb0-1
• Other: wlroot:wlroots-lily-git 0.16.0.20220807.100430-1

By the way, I don't think this is a wlroot problem.

Any update on this? The issue is still present in version 0.10.3

I have a similar issue with sway, but I'm not reloading the configuration. For me, it reproduces by:

1. External display plugged in, one waybar on laptop and external display.
2. Removing the external display; one waybar on laptop.
3. Plugging in the external display again; one waybar on laptop and ~5 on external display. Restarting sway or reloading the configuration of waybar removes the duplicates.
