Some reports of FMV stuttering
I could confirm that watching a stream.
There are some reports that setting CPU affinity to one core resolves this issue, however I have not had success with it at all. I have tried all kinds of different settings and combinations of settings in the launcher and the .ini file but nothing will resolve the stuttering. The freezes/stuttering gets worse the longer the FMV's play, eventually becoming so bad that they are unwatchable.
The only difference playing with settings seemed to make was that the issue is slightly less bad when the frame rate is set to 15/30fps, but it's still an issue.
Another thing to note is that it's solely a visual issue. The sound from FMV's plays consistently without issue.
Win10 64bit i7-8700K 1080Ti 32GB RAM
Happy to troubleshoot more with suggestions.

I've played around a little more and I've found a workaround that mostly works. The stuttering is now minimal and each "freeze" is much shorter, but more importantly, the stuttering doesn't get any worse as the video progresses, which was the big problem previously. The FMV's gradually became completely unwatchable before and now the stuttering is noticable but not too bad.
I forced Triple Buffering in NVidia Inspector and set the following values in the Memoria.ini file:
MenuFPS = 15 MenuTPS = 15
Hopefully this workaround can shed some light onto the cause and assist in a permanent fix.

Nevermind. Just tried it again without changing a single setting and it's stuttering like crazy again. This is an extremely frustrating problem that doesn't seem to follow any set rules. Unfortunate, since I bought the game with the intention of playing it with mods, but that's not possible unless I pretty much skip FMVs.
The FMV stuttering is happening to me too, at first it was at random intervals but watching more FMVs cause at some point to begin stuttering like crazy. Maybe its some change on the way Memoria handles FMVs that needs to be disabled temporary until a fix is found?

I did a fresh install of FFIX about a week ago, and then patched the latest Memoria. I am seeing the same thing as you. FMVs stutter like crazy. If I don't skip the FMV it ends up hanging up, and even after finally skipping it the game itself is a mess (massive hanging) until I ALT+F4 and then relaunch it. I'm on a 13900K and have an RTX 3090, so specs are certainly not the issue. Is there anyway to bypass whatever Memoria is doing with FMVs?
I spent quite of bit of time on this with the help of someone having this issue (I don't experience it myself) and restoring the FMV playback code to vanilla did not fix the issue.
I wonder if it happens with older versions of Memoria. If not, knowing which version it started appearing would greatly help to pinpoint where the problem is.
Forcing triple buffering and/or vsync via Nvidia drivers seems to fix some other performances issues, maybe it helps for FMVs too.
Otherwise I'm all out of ideas. Without more information or a way to replicate it, there isn't much more I can do.
I just bought FFIX on Steam since it's on sale hoping to play it with the Moguri mod and I stumbled onto this as well. i7-8750H with nVidia 1060GTX laptop. Didn't try without Memoria at all, so I cannot tell how it would be without it. But this is really making the game unplayable...
Is this something that is being looked into? This stutter-fest makes me unable to recommend Moguri Mod or Memoria to people new to FFIX as they won't be able to get through the cutscenes properly.
@IFireflyl Have you tried what @SamsamTS mentioned above? We need someone to test on older versions of Memoria so that we can see which release it was last working on and be able to narrow down the issue since we are unable to re-produce the issue ourselves.
