No rules in "Content Blockers" screen

Issue Details

Steps to reproduce the bug:

1. Turn off protection.
2. Double click Home button on iPad/swipe up on iPhone & select/open another app.
3. Go back to AdGuard & turn protection on. Content blocker filters do not sync so do not enable again.

Expected Behavior

The filters are shown correctly.
