Empty filter name if title is not set

Try to add the AdGuard URL Tracking Filter via this URL: https://raw.githubusercontent.com/AdguardTeam/FiltersRegistry/master/filters/filter_17_TrackParam/filter.txt

It doesn't have a Title line as you can see, but you add it manually. Then update the filters - the field will be empty after that.
