Issue Details

Steps to reproduce:

1. Enable protection
2. Visit some websites
3. Go to Statistics -> Recent activity
4. Tap on any Regular request
5. Tap on Add blocking rule button on footer
6. Clear the Rule text field
7. Tap on Add rule

Expected Behavior

You don't have the option to add an empty user rule.

Actual Behavior

Empty user rule is added
