9/20 Renewal approved and move to Adopted stage - move out next review 1 year

After discussion with @jmertic , we realized that DPEL has not yet completed all project requirements to graduate to the Adopted stage (despite a unanimous affirmative TAC vote), and remains in Incubation pending addressing the following outstanding requirements:

  • OpenSSF Best Practices badge (with the caveat that this is a non-code project)
  • TSC process documentation
