Number of cores is not detected correctly on macOS

Describe the bug Bug was reported in an opencue-users thread: https://lists.aswf.io/g/opencue-user/topic/error_doesn_t_have_enough/74372580

The same machine running CentOS reported cores correctly, and on macOS did not.

To Reproduce Steps to reproduce the behavior:

1. Start an RQD instance on a 6-core macOS machine.
2. Number of cores reported is incorrect.

Expected behavior Should detect the correct number of cores.

We are having the same issue on centos7 using https://github.com/AcademySoftwareFoundation/OpenCue/releases/download/v0.15.22/rqd-0.15.22-all.tar.gz
