Explicitly require boot manager

Chapter 2.2.2, "Required Platform Specific Elements" should explicitly require that the EFI boot manager is implemented.

We already implicitly require this by referring to Boot####.

Agreed: we should clarify that the Boot Manager is required and what it must support.
