Add vstream support

CMSIS 6.2 introduces vstream interfaces. These are used in MLEK and for FVP simulation we need corresponding vstream interfaces.

These should be added to this section https://arm-software.github.io/CMSIS_6/latest/Driver/group__vstream__interface__gr.html
