Encrypting languagedata_en.txt produces an empty loc file

When I encrypt languagedata_en.txt to produce languagedata_en.loc file, it produces languagedata_en.loc file. However, when I play BD, all text are empty. So I decrypted languagedata_en.loc file, it produces empty language_en.txt file. I don't know how to fix it.
