剪貼簿監視過於頻繁

描述 Bug

我使用的某個應用程式在存取剪貼簿的時候發生錯誤，我查了老半天發現是圖鏡監視剪貼簿的功能造成的

期望的行为是怎么样的

從瀏覽器工作列點開圖鏡時，圖鏡才存取剪貼簿
