Update route blinding test vectors

To match the latest changes in https://github.com/lightning/bolts/pull/765 at commit https://github.com/lightning/bolts/pull/765/commits/28704e7935721ab4cb1c1d83c4e0016c16964ded

The main change was the introduction of the payment_relay and payment_constraints tlvs, with small additional codec updates.

This PR builds on top of #2367
