[Pixel 9] Quitting apps sometimes exits to Pixel Launcher instead of Niagara.

This is another issue (I reported #2895 recently) that has only appeared since moving from a Pixel 7 to a Pixel 9. I'm mentioning it here because I am not sure if the two are related.

Niagara is set as my default launcher, but when quitting some apps (for example, "3-dots-menu -> Quit" in Firefox), the Pixel Launcher is used instead of Niagara. If I use the Home gesture (gesture navigation) then Niagara starts back up.
