"Stop suggesting" uses up a "suggestion slot"

Describe the bug I have 2 suggested apps slots on my screen. If I do "Stop suggesting" for one of those apps, I'm left with only 1 suggestion. If I do it again - i'm left with 0 slots, etc..

I'd expect to see the next in line app instead of the ignored one.

To Reproduce Steps to reproduce the behavior:

1. Go to home screen
2. Do "Stop suggesting" for some suggested app
3. Observe slot simply disappearing

Smartphone (please complete the following information):

• Device: OnePlus 6
• Android version: Android 10

Any updates on this? I'm only seeing three suggested apps right now because I "stopped suggesting" five that were there before.

I have increased the urgency on this ticket. I will take a look after the next major release :)
