Load compiled foundry contracts on ethcode

Support for foundry

Currently foundry compiled contracts are not supported on ethcode. Objective for this issue is to add comprehensive support for foundry projects

• [ ] Compile files when change
• [ ] Run foundry tests when files are changed and re-compiled
