when using the option --default-credentials-userkey additional automation should occur

at the moment if the option --default-credentials-userkey is used with import openapi, the service will be created with anonymous access policy with the provided key value. This is all good and fine until you try to test the service configuration which doesn't have any application plan created by default and most importantly no default application is created with the same key as the one provided in the option. I think the command should cover also these 2 activities by default.
