Reduce default limits for ammo

The purpose of this pull request is to reduce the default limits for ammo distribution to roughly 10 (vanilla game) ammo magazines. This would be a saner default for the early game since players do not have that much ammo, and they also probably do not want to risk a lot of ammo getting destroyed by biters.
