Cache CLI version to not fail when release website is unavailable

Currently, action reads the latest version from https://app-updates.agilebits.com/product_history/CLI2, if website is unavailable, the action won't work.

We need to introduce a fallback in case the website is down so action still work.

This is happening now!! 1Password status does not provide any information and CI/CD pipelines are broken!

Hello folks, sorry for this we have identified the issue and the fix will be up shortly.. will let you folks know when to retry your pipelines

Thanks @MOmarMiraj for the status update! Our CI/CD pipeline is working again. It would be really helpful to have fallback for cached version in the CI runner in case this happens again and better communication via 1Password status page.
