Update Incentives & participant agreement based on new guidance
As of April 2020, we have access at GSA to an IAA modification that creates an agreement to be able to compensate participants for user research. It may be worth considering changing the Incentives card to "Compensation" — that is what we are now allowed to do, with certain conditions. We might also look into whether the template could be shared on the Methods site.
We also need to update https://methods.18f.gov/participant-agreement/ -- ideally we'd do two versions: one w/compensation and one without. @qmanderson1 is working on the UX Guide updates to reflect compensation and offered to translate the agreement into Spanish.
