Research question: specify how agencies will supply address components

This information may be coming as the remaining DATA Act element definitions are finalized, but wanted to ask about the specifics of how agencies will supply the components of recipient and place of performance (POP):

  1. state
  2. city
  3. country code
  4. congressional district

Will the above address components be supplied as codes, descriptive names, or both? If codes are used:

  • what are the corresponding authoritative sources (e.g., FIPS)?
  • will agencies also be expected to supply the descriptions, or will Treasury fill those in by grabbing them from the authoritative sources?

Thanks for weighing in @andrewmaier.

So, the question we're trying to answer here is what pieces of information the agency will submit vs which pieces of information will be supplied post-submission from external systems. From the user perspective, it's likely that both will be available (which is currently the case in the data submitted to USAspending.gov). Is that the perspective you're asking about?

This is somewhat related to the SAM conversation (though likely less critical).
