Move project to the new FBI repo

The FBI will get their own set of repos soon for them to continue working on this project. The current repos will stay within the 18F organization but we need to mirror the set up for the new FBI repos.

The move will be complete when:

• [ ] There are at least two new repositories (api and frontend) within the FBI Github organization
• [ ] All repos are integrated with CircleCI to continue running tests on all pull requests
• [ ] The repos are automatically deployed to the proper environment (dev/prod) by CircleCI (master to a dev server and tagged releases to another). I think it makes most sense to refresh the credentials for the deployer user and for me to pair with @jpwentz on getting it all set up so that knowledge is transferred.
• [ ] The new repos will have populated issues and wiki pages

Things to decide:

• [ ] Does the FBI want to mirror our current structure with 3 repos?

Things that are unknown:

• [ ] Can you transfer issues from repo to repo? Better yet, can they be duplicated?
• [ ] Do releases get transferred?
