Can we have dependencies and devDependencies in the generated package.json so all the tests and stuff aren't run by DeployBot?

This is another item that needs love and should receive it as we put together the actual generators in the v1 rewrite. Happy to accept a PR for the legacy version (currently in master). If we don't receive one before we push out the v1 rewrite I will close this issue as wontfix. For now it will remain open as a reminder if nothing else.
