Users with permission to push content to connected sites that can be push the content

Describe the bug

Despite having permission to push the content, the author role user are not able to see the push content option.

Steps to Reproduce

1. Go to Distributor
2. Click on External Connections
3. Hover on any one connection which you want to edit
4. Allow Author user to push content on "Roles Allowed to Push" Section
5. Click on Update Connection
6. Log in with author role user
7. Create a post and publish it.
