Update label when `Generate images` used within `Create gallery` flow

Is your enhancement related to a problem? Please describe.

Insofar as we're able to know that the Generate images tab is active within the Create gallery flow instead of the Select or Upload Media, then it would be great to replace the Import and Insert action to be Add to Gallery instead.

@jeffpaul I’m unable to replicate the issue—tabs are activating correctly based on my clicks. Could you please provide a bit more context or steps to reproduce? Thanks

@sksaju I believe you'll need to click the "Generate images" button from your screenshot to get to the next step of the flow where my screenshot and notes are relevant
