User encounter a notice twice on the setup screen when they attempt to proceed without entering the required API credentials.

Describe the bug

When a user installs the plugin and follows the instructions on the onboarding setup screen, the same notice appears twice when the user clicks the "Submit" button without filling in the API credentials.

Steps to Reproduce

1. Install the plugin on a fresh setup.
2. Follow the onboarding instructions.
3. Enable 'Classification' only from the 'Set up ClassifAI to meet your needs' screen.
4. Click the Start Setup button.
5. Click Skip on the Register ClassifAI screen.
6. Click Submit on 'Set up AI Providers' without adding API credentials.
