Describe the bug

Steps to Reproduce

Go to the Title Generation tab
Custom prompt > For the title field > a tooltip icon is displayed
Click on tooltip icon
Observe nothing happens

So I don't believe these have ever been clickable, you just hover over it and it will show the helper text:

That said, maybe these should function more like a normal tooltip that displays not only on hover but also on click? I'd probably not put this into the v3 milestone though as it's not a new issue. This may be something we just wait and bundle into the admin UI changes (#502) we're looking to do, since at that point we can utilize the core Tooltip component.
