Text To Speech: Provide option to set default setting of audio generation on new posts

Is your enhancement related to a problem? Please describe.

Currently when a post that does not have audio generated for the content is opened for editing or when a new post is created the default option in the sidebar for TTS is to enable audio generation upon Update or Publish.

It would be nice to allow plugin users to set this option to be enabled or disabled giving more control to cut costs and be mindful of automatic generation if need be. I propose to add a setting to the TTS module that allows for this.

Thanks for opening this issue! I think this is a good enhancement to add and I think we'll want to bring this same thing over to IBM Watson Language Processing and OpenAI Embeddings Language Processing (though those can be done in separate PRs).

In keeping all three of those in mind, trying to figure out what the best wording should be that would work for them all. I'm wondering if Enabled by default would suffice? And then have just a checkbox, no text next to the checkbox and maybe a description underneath the checkbox that describes what this does?
