Contribution guidelines are missing

Hello,

I hope the team is in good health!

I would like to start contributing to arcadeum, but I noticed that the contribution guidelines are missing. Specifically README.md refers to CONTRIBUTIONS.md, but it isn't there.

For the time being I have forked your repo and have created a branch to start tackling #20
